An international policy consultancy with government and donor clients decided to operate in Somalia directly. The task looks simple from outside: register a company. The reality is a sequence — corporate form, incorporation under the Companies Law, tax registration, the operational registrations that follow — where each step depends on the one before it, and a wrong early choice surfaces years later in a licence renewal or a client's vendor check.
